The Safe at Home program was created through passage of House Bill 359 which went into effect on September 8, 2016.  Safe at Home is an address confidentiality program that allows victims of domestic violence, stalking, human trafficking, rape or sexual battery to apply for an address designated by the Secretary of State to serve as the person's address to shield their residence address from public records.

An application assistant is an employee or volunteer at an agency or organization that serves victims of domestic violence, menacing by stalking, human trafficking, trafficking in person, rape, or sexual battery who has received training and certification from the secretary of state to help individuals complete applications to be program participants.

Following the training, the Secretary of State office staff will issue final certification for application assistants under the Safe at Home program.  Completion of the training does not guarantee certification as an application assistant to the Safe at Home program.
